NY already does this. Just to enter NYC with a tractor trailer, the independent contractor trucker pays $100+. And then pays another $100+ to leave.
Hmm! That's definitely a violation of the interstate commerce clause. Amazing how they find a way to enforce it for light bulbs and pot that's never even sold, but don't bother when a state illegally punishes its neighbors and suppliers.
