The opening sentence seems like a bad typo. "in order to fight against efforts to limit voting" --- did he mean illegal voting? Because he's walking right into the Left's talking point that conservatives aim to limit voting.

Could be a trap, or could be a truthful statement, meaning "limit voting to those who are legally citizens"

I think he means limit mail ins without a legitimate reason and pre-registration, for example.

He means they are trying to limit states rights to put measures into place that would limit illegal voting.
