Honesbobbin has posted a link from this year in this thread. It appears to be 2 videos in several formats.
Though on second glance, it would seem they have simply updated the links to include webm versions of older videos.
This looks like part of an insurance file being dumped.
There's a lot of damning info in there. A lot of it has been far gone from the news cycles for a long time. It looks incomplete.

The time and date stamps are accurate. The index file is not new and can be used by RSS to be notified.

I’m not finding the info elsewhere, so you may be correct.
Every time Wikileaks dumps shit....... I archive it. The torrent download size is identical to my last archive of it. That should answer your question.
