So - the question still remains - If all this mayhem was real, why was the background scene down the hallway so calm and casual?
They had set the scene to create panic, chaos and retaliatory violence. Oops! That was a fail. There were a lot of actors close to the scene proven by the fact that no one took cover when she was ‘shot’. In a real scene with a really live shooting everyone would have stampeded running for cover. It was way too obvious all those present were only expecting the one shot and no more.
And a day or so after it happened, Rudy Giuliani put video of the "shooting" on his short-lived YouTube channel which showed the guy firing 3 or 4 times. I wondered at the time why he showed it. It seemed to be a bit cheap, but I remember being totally shocked and thinking that the guy had panicked with a gun and was blasting away into a crowd. Unfortunately, I didn't download that video, and it was removed soon afterward, but I've since wondered if that was the reason they raided Rudy's apartment and took all his electronics.
Also, note that there actually is a "shot" of Ashli being shot. She's lying on the ground with people on the other side of her from the camera but nobody between her and the camera blocking the view. Nobody is doing CPR or trying to staunch the blood or anything that would block your view of Ashli lying there wounded. It's a camera shot.
That was the big thing for me. They would have all hit the deck and crawled away. I would have. One guy even continued to stand with his back to the window.
I think your right. Real shooting everyone would scatter. I know I would not climb through that window seeing a gun pointed at me unless I was part of the FF.

Especially the COPS right behind ashli... the ones who would have been close to being hit by the agents firing... but none of them even flinched
One shot kill with a pistol is movie stuff. Real life is typically messier.
Not to mention the recoil her body had on "bullet impact" didnt seem realistic either.
That and she appears to be conscious. I read something from an ER doctor that most GSW victims are screaming.
Here's your vindication:
