Still the greatest bicycle racer in history, bar none, as he beat hundreds of other riders who were similarly cheating. Everyone does it. He beat the best at it, in the world's most grueling race.

Remember, no selective sanctimony here. Right or wrong, the bicycle racers at the top level are doing this stuff to be able to compete. He still had to ride the mountains. And beat everyone else.
Don't waste time flaming me over this. It's ancient history, and nothing will ever look convincing that says that winning the Tour de France 7 times in a row wasn't among the greatest athletic achievements of all time.

As to “everyone cheats” that needs to be proven; just as he was caught and tried based on evidence
The end result is that his awards were stripped, for cheating. Just as any cheating politician should be stripped of office
The exception is, cheating in a bike race is not treason, whereas cheating in an election is, imho
Yes yes yes, but if anyone really believes the other bicycle racers were honest and pure and clean as a whistle instead of also cheating, I have a bridge over Florida swampland to sell them.
