Canadian gov't did this last summer / early fall. Can be turned off. I would suggest NOT updating "google" itself on your phone. I've also not allowed any system updates to my phone since Covid started either.
Im from Massachusetts.they were doing this last year when the shit started. It was automatically turned on as well. I had to turn it off myself and there was no way to delete the app. I sent google some nasty emails demanding it be removed.
Edit: This is a problem for Android users, but Apple is no better. I haven't updated my iPhone from iOS 13.4.1, the final version before they added their Covid tracking API.
