This could easily reflect a situation where Putin did say it, but SOMEONE wanted it squelched. Unlikely, in my mind, that a reporter would make up such a bold lie without anything to base it on, but ....
My search came up with many links on the subject of Putin being claimed to be a CIA asset, which is laughable. But it would seem this general subject is one where one might find a lot of disinformation.
