I don't know and wouldn't put anything past the Deep State, but as a person with signifiant computer science background my initial reaction is that this is just a glitch on the browser/styling side and nothing to be concerned about
Apple phones do take pics every couple of seconds. I am not sure if a PC does the same, but I would not doubt it. I always keep the microphone and camera turned off on my devices unless I want to use them. I know it is a pain in the asteroids, but my privacy is worth the effort. Blocking the camera also just in case is a good idea. That all being said, I have not noticed this myself.
I'm not experiencing that AT ALL. But for privacy sake (hahahahaha) I do cover my camera with a post-it note.

I use Brave and this week is the first time I have noticed this....multiple times per hour I would guess.

Mine does this too, I especially noticed it when I changed to dark mode, I put electric tape over the camera.
