Anybody know of a web hosting provider that won't take you offline for anything you say? Looking for one specifically that has 100% free speech policies.

I suggest putting a little money on the line. You can get a local hosting provider and should be able to buy a decent VPS starting from $10 USD per month, depending on where you are and how big you think your audience will be.
Install a wordpress on it, and start putting what you want there. I can helo you with wordpress install if you like.
Dont use any service which gives you pre-installed wordpress, or similar blogging sites because you will be at their mercy. Also don't use large hosting providers like Amazon or Rackspace etc
That being said, I know that medium seems to be free speech friendly, so you can start there to begin with.
Take a look at Epik. They're Gab's domain registrar (Gab uses their own hardware for hosting).

I host for $10 a month. No speech restrictions. But it has to be a smaller personal website.

I'm not a server specialist, however I recall the trauma that Voat went through after their free operating system and free database system licenses expired and they started getting gouged.
Voat was forced to re-write their entire platform and transition to free, opensource software for their servers and databases. It was a nightmare that took months of testing. I know because I was one of the volunteers who spent an ocean of time helping with finding and reporting bugs and testing fixes.
And if you're developing your own site then ensure you have a development environment where you can test changes, rather than the risky process of making changes to the production site and hoping for the best.
