I do doubt this.
Same BS was put out last year.
If large amounts of farmland are rendered fallow, then the remaining producing farmland will get higher prices for the food they produce. Remember Bill Gates buying up farmland? This is great for his investment.
Own farmland? Get paid for doing nothing with it. or Get paid more than normal for farming it. Gates can't lose.

In reality though, this is not uncommon and has been going on for decades. It actually happens quite often as a way to manipulate the domestic and international food markets.
The real question is, this time, how widespread is the request? I know quite a few hobby farmers (less than 5k acres) and I have not heard about the latest offerings hitting northern Indiana.
I'm not condoning it at all, but just saying this is not a revelation unless you never heard about the practice.
