509 (Section to enforce human rights laws) (italics mine) https://www.law.cornell.edu/uscode/text/28/part-II/chapter-31 This is indicative that Durham is a criminal investigation of human rights violations.
510 (delegation of authority) https://www.law.cornell.edu/uscode/text/28/510 "The Attorney General may from time to time make such provisions as he considers appropriate authorizing the performance by any other officer, employee, or agency of the Department of Justice of any function of the Attorney General."
From my reading of 510, you can think of Durham as Attorney General when it comes to prosecution of any crimes found during his investigation.

My reading of 515 is Durham will run the show.
The Durham post is no joke. What is going on right now is all about preparing us for Durham to run the most important trial in world history.

EDIT: It appears I read too much into 509. There is 509, 509A, and 509B. 509A and 509B do not appear to be under 509, but rather after it. This doesn't mean that Durham doesn't have the power of AG, but it does mean I read the crimes against humanity part directly from the press release when I likely shouldn't have.
That money piece concerns me. 500k for personnel expenses is barely enough to keep a single attorney on full time. Another 13k for travel doesn’t appear to be much either. Maybe Durham is doing most of the leg work himself?
Maybe just maybe he's a patriot & want to see the right prevail
