It's often [wrongly] claimed that military forces can't be used as law enforcement because of Posse Comitatus, but that's not exactly the case. Marines (and to some extent the rest of the military) can assist in investigations and arrests. A standing Army requires Congressional approval/funding every 2 years. The Navy on the other hand, has no such Constitutional requirement.
More importantly, when we look at 18 U.S. Code ยง 1385 - Use of Army and Air Force as posse comitatus, the title of the statute itself is quite clear... Army and Air Force... Navy is not restricted. Marines are Navy.
War Powers Act is a red herring because what happened in 2020 was a rebellion and insurrection. The only applicable statute would be the Militia Act, now the Insurrection Act. https://www.law.cornell.edu/uscode/text/10/subtitle-A/part-I/chapter-13
POTUS bascially has complete, direct control over the Marines to use in cases of rebellion and insurrection, and is not in any way limited by Congress in terms of funding or required authorization as are the Army or militias.

If there were or are going to be mass arrests, US Marshals + Marines would be the best way to make it happen.
