Then taking it to the final step when a company will hire them for the color of their skin and not for the skill necessary to do the job. Thus turning Private sector performance into Public performance (lack there of) in a matter of years.

I knew a surgeon (white) from Norway who moved to Ethiopia, hoping to make a difference. He was brilliant and thought his skills would help to build a better healthcare system.
Catching up with him much later the one comment I took from the conversation was, "Well things here happen at a much different pace than that of the Western world." He sounded so disheartened that his dream was for nothing. He didn't want to me a white savior, just someone who could put his skills to use for the betterment of mankind. Boy was he wrong.
