The idea of New Earth is often time confused with New as in brand new. However it is a misinterpretation or translation. It is actually renewed Earth same as the New Testament/Covenant is actual Renewed Testament/Covenant.
It is a concept centered on the idea of the Earth being returned to the state it was in during the Garden of Eden. With the removal of SIN not just from man but all of creation we will be able to participate in the repairing of creation to its intended state.
When Jesus returns and after Satan the father of lies who rules this planet is thrown into the lake of fire, our world will return to the intended state, as God created it. The only thing that is required of you is to put your faith in Jesus Christ and ask for His forgiveness. That's it.
Revelation 21
A New Heaven and a New Earth
21 Then I saw “a new heaven and a new earth,”[a] for the first heaven and the first earth had passed away, and there was no longer any sea. 2 I saw the Holy City, the new Jerusalem, coming down out of heaven from God, prepared as a bride beautifully dressed for her husband. 3 And I heard a loud voice from the throne saying, “Look! God’s dwelling place is now among the people, and he will dwell with them. They will be his people, and God himself will be with them and be their God. 4 ‘He will wipe every tear from their eyes. There will be no more death’[b] or mourning or crying or pain, for the old order of things has passed away.”
5 He who was seated on the throne said, “I am making everything new!” Then he said, “Write this down, for these words are trustworthy and true.”
6 He said to me: “It is done. I am the Alpha and the Omega, the Beginning and the End. To the thirsty I will give water without cost from the spring of the water of life. 7 Those who are victorious will inherit all this, and I will be their God and they will be my children. 8 But the cowardly, the unbelieving, the vile, the murderers, the sexually immoral, those who practice magic arts, the idolaters and all liars—they will be consigned to the fiery lake of burning sulfur. This is the second death.”
The New Earth comes when the world is destroyed.
Don't confuse the two.
The Earth was created by God. The world is a man made system.
Once that system is destroyed and Man returns to trust in the Living God the Earth will heal itself by design.
At least that is the way I see it.
Present earth will burn up, God will restore this planet free from sin and demons for those who turn to Christ Jesus. Read Revelation, it’s basically news headlines today, many believe Christ will return within in the next 10 years and establish his earthly physical Kingdom. That means rapture and 7 year tribulation in the next 1-9 years as well, exciting times if you know the Lord!
God is going to make everything new and unspoiled after Christ returns and He wages the last of the wars with the enemy. We’re pretty far off from the “new heavens and new earth” part of this story though, we still have some events to get through first.
I consider that our present sufferings are not worth comparing with the glory that will be revealed in us. For the creation waits in eager expectation for the children of God to be revealed. For the creation was subjected to frustration, not by its own choice, but by the will of the one who subjected it, in hope that the creation itself will be liberated from its bondage to decay and brought into the freedom and glory of the children of God.

These verses also speak of the future new Heavens and Earth in the book of Revelation which others have so aptly pointed out in the comments above.
Been really getting into the Bible lately. Talk about an astounding puzzle! I think we are literally in a different realm from where we began. I believe a new earth means after the cleaning, we will be allowed back to that dimension. Also, tons of new archeological finds are backing biblical history at a level ne er before seen. Yep. GOD is back in style!
