Having said that, I would expect there are plenty of black hats within the realm of the NSA. I don't think any of the alphabets are 100% good or bad. As far as leadership goes, Mike Rogers was a clear white hat. Think about all the people working at NSA that were giving "about query" access to Fusion GPS and others though. Those people were pure scum in my opinion.
I have a family member who works for No Such Agency and when asked if he spies on me and other family members he just laughed and smiled sheepishly before changing the subject. Good and bad I would assume work for any government agency
