Perhaps they have been doing illegal scanning of your phone all along (would it really be surprising?) but they know the info is going to come out. So in an attempt to mask this in confusion, they started this “we care about kids all of a sudden” farce to try to get ahead of and at the same time bury the info

Realistically speaking. They’ve had the ability to do so probably since close to the inception of the idea of the modern “Smart Phone”.

This is just the disclosure that they have the ability and are able to do so.

And I’d imagine everyone major phone company and associated software allows for them to have the ability to do so at will.
