I think the workaround for this is already in place.
None of the vaccine manufacturers are advertising.
What happens instead is CDC and FDA take taxpayer money, send it to influencers and non profits to promote vaccine awareness, and so their hands are washed of legal liability.
Notice that the people selling you on the vaccine aren't doctors. They're musicians, actors, athletes, influencers, politicians, and actors playing other professions.
I'm not sure what org was paying for it but they've been advertising the shot on YT for a while. It was with random actors too not any of the stuff you listed. The only thing they've done is avoid advertising on TV because of the stuff OP said where as no laws exist for advertising on other platforms. That's why you'll see tobacco ads on busses/billboards etc but never on TV.

They still have an EUA for their approval, so I am sure that means they are protected from liability as well.
why buy tv spots? every politician, athlete, tic toc star, celebrity, HOA Karen rattles on and on about these things all day.
They don't need to advertise, because the media is giving them free advertising by constantly talking about it.
