He’s CIA. Wikileaks contained emails from within the CIA about reaching out to congratulate him for some award he won. The conversation made it clear that he was very close with them. He has also been photographed on a private beach with Jack Dorsey.

Now you see why they used him to get el Chapo. Chapo must have burned the CIA somehow in a business deal.
