If it's a microwave gun, chances are it's not THAT precise, and other people will have shown symtoms, or at the very least, there would be a lot of cellphones that were fried. This would give you a close approximation of where the culprit was when the attack occurred, which would make tracking them down easier.
If it's ultrasonics, chances are there will be some other evidence, such as animals going nuts or possibly some other object in the room hitting its resonance frequency...
Even if it's something else, there will be a counter measure developed eventually, just like every other advancement in military tech...
Logistically my guess is this tech has been used for some time - and we only know about it as deterrence is ramping up enough to need to disclose the use.
