This may not be to charge the generals with any crimes....but instead to cut them off from having any power.
Sometime removing the entire tumor mean you kill the patient, so you remove ask much as possible. This makes the remainder more amenable to treatment of chemotherapy, or other means.
The aim of the surgeon is to save the patients life, not to extract 100% of the cancer.
