The article is pretty weak. It doesn't give any explanation why in the last 30 years the internet has been fine, and now the sun is about to get us? Why? Any evidence? Or is this just pure speculation.
This solar cycle actually does present a real threat of CMEs / flares and resultant geomagnetic storms. It creates the perfect cover for the DS to attempt a FF like the one you describe.

The CIA has actively covered these theories up since the 1960’s. It is my belief that the DS knows it is coming and has built their plans for around it. When the real event happens they will be snug as bug in their DUMBs - or so they think.
