When the leaks stop, that means the cabal has mended their split. If further leaks occur, it means negotiations are still taking place and the fracture has not been reconciled.

Depends on what branch. It’s a high enough rank to have had been assigned a major command. The low performers are usually terminal at O-5 if they don’t have solid results in command at that level.
