At some point the number becomes totally meaningless, and we have reached that point now.
Whether it's 100,000 or 105,344,254,678,390 sealed indictments, there's no way to realistically process and prosecute all those. So my guess is they skim off the top few, deal with those (sort of...maybe some fines and probation), and sweep the rest under the rug.
