Many of us dont even think Joe Biden is even a real person anymore. But that would mean Trump is mandating alll this.

Does devolution require Trump to remain President? I assumed his term was over, and it's the military. Obviously friendly to Trump, but independent. In fact, they had the plan before Trump, having recruited him, according to most versions of devolution that I've read.
Eh, I've always considered it a semantic difference, although some here might disagree.
Fair enough. I'm still curious about it, though. If only the folks in charge of devolution had a 1-800 number. Oh, well: guess I'll have to wait.
