They can still be prosecuted even if they walk. I recommend it.
Perhaps, but he gave them a choice. Either resign or you will be charged. To me, that's a weak move, not a strong one.
I would prefer them off the board immediately and still prosecuted. That way they can no longer do damage on the board and they can still be prosecuted. The prosecution will take months and if they get an obama judge could still skate.
