Not familiar with Nelson’s style of speech but in this clip he looks like he is on the verge of tears. Can anyone tell me if he always talks like this?

Last year when he was using the arson-set Cali wildfires as an excuse to promote 'climate change', he was pretty much the same, sweating, hysterical and grinning maniacally.
