Their stated intention behind this is to move around healthcare workers. There was an agreement with the healthcare union which allowed the government to shuffle around workers ( huge nurse shortages y'all know what's up, being fired for not being vaxxed). That agreement lapsed and to keep doing the same thing this emergency act was called upon again. ( I believe is lapsed back in May) Now I'm not saying the govt is going to behave but yeah....
