I'm surprised it hasn't happened already. Paying for demolition etc which would likely be no small expense is one thing.. but keeping it there for people to piss on, to shoot at, to display contempt and loathing towards as it so richly deserves... that is gonna bite at the people who should be feeling the pain.

That's a good way to get arrested. There's no way you could destroy it without drawing immediate attention while the task is still in progress.
In almost all situations you would be correct in that assertion. However, who is going to step forward and claim this monument to genocide as theirs, to summon police if it is getting damaged? Maybe anyone claiming ownership should get investigated for the terrorist style threats on the monument too, incidentally.
You're ENTIRELY missing the point. Shots being fired in a public area such as that is going to get the cops called while you're in the progress of shooting it.
It doesn't matter who owns it - you cannot prove YOU own it and therefore you're destroying another's property. Police showing up to you actively shooting something is ending in you being arrested or shot dead on site.
None of these things happen on a gun range, thats the premise of this post - what should be done with this thing if people have the power to do so with petitions and so on. Nor is it right in the middle of any heavily populated area like a city so I dont see any inherent problem with the notion.
If people take it upon themselves to initiate such activity before any formal recognition, that would make for some amusing stories all about the radicals and extremisms and all the usual go-to suspects in the fake news.
