they ran out of money after the blackout
No ones seems to remember the oddly darkened camera for 3 nights that captured gun shots in the Vatican, police dogs barking, several police cars sitting post all night lights on, and then shutdown of surface streets all over the place.
And then magically a few days later, the camera returns to normal.
