Not really, drill to a pretermined depth, then drop in a non-radiation type bomb. Then bore tunnels to the new cavern.

Probably they dont want eyes on or anyone to get curious. Probably explains why they dont report on hundreds if not thousands of earthquakes like the ones by Area 51 in Tonapath (spelling may be wrong) that occurred in a short time span of months.
