This refers to people, in two different cities, who are not Jews. There are textual dodges that people use to try to reinterpret these texts in the way the meme suggests, but they don't stand up to logical scrutiny either.
Other things Jesus said about all Jews in general. To Pilate: "Art thou the King of the Jews? And Jesus said unto him, Thou sayest" (Matt. 27:11). To a Samaritan: "We know what we worship: for salvation is of the Jews" (John 4:22). To the disciples: "As I said unto the Jews, Whither I go, ye cannot come; so now I say to you" (John 13:33). To the high priest: "I spake openly to the world; I ever taught in the synagogue, and in the temple, whither the Jews always resort; and in secret have I said nothing" (John 18:20). And about Israel: "Go rather to the lost sheep of the house of Israel .... Ye shall not have gone over the cities of Israel, till the Son of man be come" (Matt. 10:6, 23). Good, yes, in the Roman culture where boys of any age were abused, the Jews took the holier-than-thou position that they don't allow it after some age between 3 years, and 9 years plus 1 day. Certainly those rabbis who chose that can be made fun of for that reason. Modern Jews have of course built reams upon this text to backpedal it for the modern day, but the fact that all the old religions have skeletons in the closet shouldn't be used as a cancel culture for any of them.
