I just meant the DNS records are now configured correctly there, China's firewall will still prevent anyone from connecting to facebook's server's IP address.
To use a laymen analogy, the yellow pages remove your friend Jimmy's phone number from the phone book, now no one can call him. You already couldn't call him anyways because your parents don't let you use the phone. Now the yellow pages have been updated and have Jimmy's number again, you get one of the first copies, you can now see Jimmy's number, you still can't call him because you live in a strict Chinese household that doesn't let you freely use the phone, but his number is once again in the phone book and you at least can verify that.
I'm just posting this so people can manage their expectations. I see lots of threads of people wanting FB and next the whole internet to go down.
According to DNS propagation sites, Facebook is already back online in some places in New York, also back online fully in Iran, China, etc.
They will be back online everywhere soon, manage your doomsday expectations.
But isn't Facebook banned in China? https://www.investopedia.com/articles/investing/042915/why-facebook-banned-china.asp
Why would they be back online there?

The new IP address is propagating out but their servers are not online (yet)
157.240.199.35
is FB's IP (atleast now) fwiw
well, we have to make sure China and Iran are taken care of first....
I agree with the expectations post.
Still doesn't explain what took it down.
