There are solar storms all the time. Just add a complicit media spouting the narrative the C_A wrote for them to some pictures (even live) and you can create any reality you want.

We just had an M1 CME which put out the radio transmissions in the Indian Ocean for a bit, but a mass outage of all comms and internet won't really happen until we hit X levels, which are unlikely at this stage, maybe in three years time or so.
