There are no laws I'm aware of pertaining to flag displays. You can violate the Flag Code with absolute impunity in this country. Hell, you're even allowed to burn it, because commies on Supreme Court.
Amending 'legal' to 'appropriate' usage of the flag is the accurate point. It is appropriate to fly the flag in that orientation to signal distress.
In regards to the ability to do whatever desecrations to the flag, such as defacing or burning one, this is legal and we should support it for two reasons:
Free speech
Easily identify where to aim
While familiar with the distress orientation, our flag at home is still in proper form, but will now be changed this weekend. Now is our moment to fly a unifying symbol - not the Gadsden flag, 1776 Battle Flag, nor anything customized. (We fly those as well as a Gonzales flag, as well)
OUR FLAG in distress should be our unifying symbol. Every fren, pede, patriot, baker, anon, and American needs our voices joined to overcome these globalists.

I would be in favor of Trump's suggested law forbidding burning or otherwise profoundly insulting (not "desecrating" which is only for religious or sacred symbols) the flag.
We have ALL SORTS of exceptions to "free speech" in public now. The famous yelling FIRE in a crowded theater is just one; moreover, I reject the notion that flag burning is equivalent to protected speech. It is reasonably seen as incitement to violence, since so many American military heroes died in horrible agony for that flag. Their compatriots can be understandably incited by flagrant flag insult, as the flag represents far more than strips of colored cloth sewn together.
