If the anchor snagging the pipeline story is true, then it means the pipeline wasn't buried correctly when installed.
Yes. Whoever is found to be resposnsible for the anchor drag will face large fines and repair costs. I sincerely doubt it was intentional. If someone wanted to create an environmental disaster there's probably an easier, less obtrusive way to do it.
