Let's go with "older than a fifth grader." Pretty sure that catches everyone.

By "Older than a fifth grader" I mean biological age, not mental age.

We could actually use that definition both ways:

Everyone who is older than a fifth grader but not smarter than a fifth grader gets the boot.
