If there were enough corrective actions against pedophiles, human traffickers, racists, etc. happening all over the place then it could serve as a powerful enough deterrent.

They just hop to another host - and trust me, thanks to mass media, there are more than enough people willing to sell their souls to experience euphoria.

Every single person that ever decided to do drugs, of any kind, at any point in their life - would say yes to the offer.
