Let's say Hillary gets arrested tomorrow. Then what? The rest of the rats start to scatter and flee. You don't just go an arrest these people. They played outside the law for their entire lives. They will be punished accordingly which likely means secret arrests (which have already happened, likely) and/or one singular operation where they are all taken down at the same time.
I don't like it either. In fact, these shadow games must be put to a permanent end when all this is done. One intelligence agency that gets to keep secrets for only one year. If you need to keep quiet longer than that, tough shit. We don't need shadow agencies, we don't need secrets we don't need any of it.
Spying and espionage are hard to eliminate, you would need every nation to agree to it, but then you also need every nation to agree to an audit of their finances so we can know they are not funding the wrong things.
Quite simply, I don't believe you'll ever eliminate such endeavours.
What can be done though, is accountability for crimes committed and an ability for their actions to be auditable.
Can't say you'll be able to impose it on many countries.
Edit: also what you really want, is to have your own government, elected by the people, being able to bring the hammer down on such agencies.
I used to think that too and besides tech secrets we really don't need it. And even then, why is our tech secret? If evil people are going to try and get it, eventually they will. But if we have none to steal, what exactly will the made up adversaries do then?

I'm Australian so I've come to realise that I've always been a "subject" of the crown, never truely free.
But America has people born free, don't matter if a bunch of people are enslaved again, the principals of freedom and independence from government is a promise from the founders to the citizens.
And your right to bare arms is to protect you from an unjust government and protect yourself and property from harm.
2nd amendment is your final say against tyranny.
However the enemy this time is so pervasive that they practically controlled the world.
