Yes and no.
It's cruel to "feed the starving" people of nations who can't support their own population because that creates an entire welfare country and the more you spoon food into their mouths, the more starving babies they will shit out.
The kinder option is to allow a starving population to dwindle until it is capable of self reliance, even if that means a return to an illiterate, cannibalistic, nomadic culture of living in mud huts and caves.

Any (incorrect) attempts by anyone to change their current situation have been 100% done in a welfare system, instead of things like providing education and running water. Millions \ billions have been spent on things like vaccines and hand outs, when schools and running water sanitation would have been what is required.
There have been exponentially more vaccine programs rolled out in Africa than clean water programs.
Further to this, they (High Priest bill gates and crew) have introduced things like GMO chickens and other animals to these areas with the promise of high yield and hunger eradication but had the 100% opposite effect, by wiping out the farm animal populations as well as GMO crops which do not produce seeds, and convinced local populations to use these instead based on all LIES
They always went in with all lies and false promises (just like the vax rollout now), EXCEPT until now its only been the 3rd world under attack from the cabal, and now its everyone.

It is often difficult to educate. People have tried in Africa, for instance. Unfortunately deep seated beliefs in witchcraft and superstition are hard to combat. If the water pump breaks? Evil spirit, gotta placate before we try to fix. Child gets ill? Better find out who cast the evil eye and placate them before the white man’s medicine will work.
Not saying it’s impossible to educate, but I doing it the context of changing an entire culture has proven to be exceedingly difficult.
Why change the culture? AFAIK old African kingdoms were prosperous. Remember what happened to India and the plan of Great Britain to destroy Indian culture.

I’ll give you another example: I remember seeing a documentary about how some Australian aborigines came over to Africa to teach some of them to farm in the dessert. After one crop they ate all the seed and could not continue to farm. “Live in the moment” without planning for the future at all is a huge problem in many areas of Africa. That is a cultural problem.

In theory making food readily available frees people up to engage in more productive endeavors. This is why the industrial revolution has come with an explosion of wealth in Europe and America. In practice Africans have nothing to offer the world so feeding them doesn't enable anything except virtue signaling and soothing white guilt.

Who is talking about illegals or immigrants, the word there is feed, so, nobody is saying to other countries and do that. So many homeless people everywhere that should be cared for.
