From what I know.

Biden admin has to counter on why it is legal. Then the judge will make a decision.

My biggest concern is big money going to pay off judges.

Does that apply to only the jurisdiction of the 5th circuit, Texas, Louisiana and Mississippi?

Seems to me since the mandate is nation wide, the stay is as well. A court can't rule on how a law applies to only a portion of those affected by it.

Yes but this is an issue with law coming out of the circuit courts. Sometimes different circuits have differing opinions, so the law is held in a certain way in only certain circuits until such time it is resolved by the SCOTUS.
