I don’t subscribe to the narrative that people have been replaced, but with that being said, why do so many people look different lately?
I watched the video, and it looked even less like him than this screenshot does. When it was on I said to my wife "Was he too busy and couldn't be bothered to attend this event, so he sent a stand-in?"
