If you belong to a church and you can read the Bible, then you can learn the 10 Commandments.
If you can’t read and there’s no church in your village I guess you’re screwed huh.
However, some philosophers and educators working in Africa believe that in fact some basic level of IQ is necessary for developing morality. Morality is abstract. Morality requires long-term thinking and consideration. Morality requires self-restraint rather than indulgence.
Additionally, many native African languages have small vocabularies and don’t actually have words that describe abstract moral concepts like “obligation” or “justice” in the same way that those languages may not have words for any number higher than 20. Any number over 20 might be described as “many“ or “more than my fingers and toes”.
In East Asian cultures like Japan and China (where the average IQ is higher than the USA) they learn and use higher level of social support language. They have extra vocabulary and very difficult grammar that describes and supports social relationships. Choosing to describe develop and support complex social relationships is a moral decision. Rather than consider others, isn’t it much easier just to be indulgent and consider oneself? However, the benefits of cooperation outweigh the benefits of selfishness in East Asian cultures.
English lacks this special social support vocabulary and high-level grammar which is one reason why it’s difficult for native English speakers to learn Chinese or Japanese. Using the English language I would never say “Here is a not-so-great gift from my humble mom that I offer up to your honorable mother”. However using this type of language is necessary when speaking Japanese.
Believe me, it was more difficult for me to learn the social language grammar in Japanese than it was to learn how to read Japanese letters and characters. And I don’t think I’ll ever be comfortable using the variety of specific words used to describe all the variety of relatives in a Chinese family. No despite these weak points, I do understand that English is an incredibly powerful language.
In the end, what I’m saying is that yes it may require a higher IQ to read, comprehend, retain and follow the 10 commandments.
Never forget the fact that you were lucky enough to get a decent education using the English language. That means your mind was programmed by an incredibly powerful language. Now are English and French common languages used in Africa? Yes, but unfortunately many African people only end up learning pidgin English or pidgin French.
A computer running windows 95 is not going to be as capable as a computer that runs Windows 11.
No, what I’m saying that is that when you’re in Africa and you live in a hunter gatherer tribe, when you work hard to hunt down and kill a zebra on your own, you MUST divide to meat up with your fellow villagers. You cannot and will not be allowed to keep all the meat for yourself.
Now, can you tell me why you MUST give some of that meat to your neighbors?
Well if you live in a primitive African tribal culture, you don’t know how to can or smoke meat. You might be able to dry some of the meat in the sun but a lot of the meat would simply go bad or be covered with flies. Now if you did come up with a pretty good way to dry the meat, your neighbors would see you doing that they would come over and asked for some of your meat. Why? Because you have more than you can eat. Now if you did decide not to share any of the meat, what do you think would happen? It’s very likely that one or more of your neighbors would beat you and take the meat away. I have just described to you the roots of African socialism.
Of course you understand their feelings and you’re perfectly willing to share it because, if you didn’t share the extra meat, a lot of the meat would simply be wasted. Now if you do share the meat with your neighbors, it’s possible that someday they will hunt down a zebra and they will share their meat with you. It doesn’t matter, because it’s always pretty warm where you live and the animals will always be around.
Now I want you to think about a European village where people are growing grains and raising domesticated animals. You have four nearby neighbors and similar to you, three of your neighbors are working hard all summer to grow food, process it and store it for the long winter. However, you see one of your four neighbors is not working very hard to prepare for winter. Halfway through the winter, that one neighbor runs out of food and decides to start stealing extra food from you and your three hard-working neighbors. Rather than tolerating that, you and your three neighbors go and murder the thieving, lazy neighbor. Socialist DNA is eliminated.
You don't need a high IQ to follow the 10 commandments dude.

Can the language say.
"Hey... do you see that house over there"? "That's not your home. Do not enter in that home because it's not your home".
Are you saying that Africans cannot teach this concept? Are you saying that if I went to Africa and asked them.
"Hey guys... is it wrong to steal someone elses property"?
That they will respond. "It's a great idea to take someone's stuff"!!!
That's what you are saying?

As I said.
Human Nature has Common Laws by God. You cannot change those Common Laws.
Common Laws is what bonds all humans together.
