Yeah, it definitely was for those who had money or who were willing to do anything to get it. Everyone else in Germany was living at a subsistence level. There were about 61 million people living in Germany and only 4 million (about 6%) of those lived in Berlin.
After watching the wild Berlin in the video you posted, looks like it could be almost any American city today.
