I’m old enough to remember when he published under 18-year-olds in the magazine. This was before the must be 18 law was enacted during Reagan.

I think Traci Lords was 16 when she was the biggest star in porn. She almost brought the entire thing burning to the ground. In college there were several dozens of issues of Penthouse with her on the cover floating around the dorms and frats. By the time she posed for Penthouse I believe she was 18 though.
