This last section will have to do with both Mike Lindell and John Durham. Before laying out the theory I’m going to ask a series of questions which only this theory seems to properly answer.
Regarding Mike Lindell:
If his PCAPs are genuine, where did he get them?
Gleaned from comments made at the August Cyber Symposium, The Lindell Report and Brannon Howse Live [ https://frankspeech.com/ ] a person who has yet come forward publicly named Dennis Montgomery (who I believe has been identified as a former NSA technical expert) first passed the PCAP data to Brannon Howse in November 2020, shortly after the election. Howse has stated he was unqualified and did not have the resources to do anything substantive with the information and met with Mike Lindell on 9 January (will try and confirm this date from my notes). Mike Lindell began an extensive analysis of the data employing "three teams of experts" to validate the data before going public.
Here is some additional information that is sourced to Dr. Frank, one of the civilian experts (and publicly visible) that works with Lindell...
Marcus Dee: Through who? Through NSA? Through Space Force? Through FBI? Through you can't tell me? O.K.. I understand. I understand.
Dr. Frank: So, how about this? Just use logic. O.K.. So, Trump, an amazing President. He did lots of things during his administration, right? One of the things he did, he started a whole new branch of the military. And he hand picked all the leaders for that. What was that called?
Marcus Dee: I believe that was the Space Force.
Dr. Frank: Yes! Yeah. And you are on the internet, right?
Marcus Dee: From time to time.
Dr. Frank: Yeah. And how does the internet work.? I mean where do all the communications go? I mean, do they go over the phone lines? No. It goes over the internet.
Marcus Dee: Some of it goes to Tennessee.
Dr. Frank: Yeah. Some go up to satellites and some go all around the world, right? So, if you were going to try and record elections, where would be the perfect place to do it? Hmmm. I don't know. Just think... I mean its just logic, right? I mean, I'm not telling you anything. I'm just asking questions.
From near the end of the interview...
"O.K.. So what the Cyber symposium is, that's when Mr. Lindell has invited cyber experts from around the world to come and analyze these 50 (corrects to) 37 terabytes of recordings of the election taking place .Its from November 2nd to November 6th. Recordings, hackings into 3009 of our counties in the United States. Maybe more but that's as many as we've found so far. There's only 3,145 counties in the country. So, that's 96% of our counties have been hacked."

Read it and weep, Deep State. This is why Lindell has explained why the PCAP data will not be part of the State A.G.s SCOTUS lawsuit to be filed 10:00 AM ET Tuesday 23 November 2021.
If his PCAPs are genuine, how is he able to maintain the proper chain of custody necessary to prove they are genuine without a doubt?
Dr. Frank: Yeah, yeah. Its because, uh, we're careful, and, you know its interesting, because almost everybody that works with us is military people. And they're really good at this. They've taught me this. I'm a scientist. I'm use to using, I'm use to working openly and using open sources with everybody. But everything with these guys is, um, it has a military flavor to it. Because, like the attorneys and my colleagues, they're really military trained. And they work under need to know. So they will say, "Here's what you need to know, Doug, go work it out." You know, they don't tell me much more. And that's a good thing. Its good from a scientific control point, too. Because then I'm not pre-biased by anything.

Extrapolate Dr. Frank's remarks about who and what training the people he works with are and have and you get the gist of why Durham is untouchable and the farce about funding for his investigation comes up over and over again when A.G. Garland testifies before Congress. The Republicans are just rubbing his nose in it.

Lindell made the statement, again, that he received the PCAP data on January 9, 2021. However, Howse then comments how he, Brannon Howse, was the one who brought the PCAP (37 terabytes) data to Lindell on the 9th of January, because he (Howse) knew that Lindell was pursuing other avenues of investigation of election fraud (Dr Doug Frank - 2010 census pre-programming of the EMS equipment- and Dr. Shiva the 60/40 rigging ratio in the Massachusetts Republican Primary vote in the summer of 2020) and that Lindell had the financial resources to pursue validating and using the information to expose the 2020 election fraud.
Howse relates that he had been approached by Dennis Montgomery. Montgomery is identified by both Howse and Lindell as the individual providing the information and assisting in its validation (working with others) of the PCAP data. No one, other that Dr. Frank, has speculated with any specificity, as to the original source of the data that Montgomery turned over.
No one person is capable of collecting 37 terabytes of PCAP data reportedly covering the time period from November 2nd to November 6th and collecting the raw election data from almost every county in the country.

Isnt Dennis Montgomery the hammer whistleblower who turned over reams of evidence that the FBI subsequently memory holed and then persecuted Montgomery? Doesnt he claim to have created the program? And didnt he work with Bill Binney at NSA?

I have a concern. The internet goes across wires and optical fiber. It's not relayed by satellite unless you really, really really have no other choice.

The vast majority of computer surveillance involves the monitoring of data and traffic on the Internet.[141] In the United States for example, under the Communications Assistance For Law Enforcement Act, all phone calls and broadband Internet traffic (emails, web traffic, instant messaging, etc.) are required to be available for unimpeded real-time monitoring by Federal law enforcement agencies.[142][143][144] Packet capture is the monitoring of data traffic on a computer network. Computers communicate over the Internet by breaking up messages (emails, images, videos, web pages, files, etc.) into small chunks called "packets", which are routed through a network of computers, until they reach their destination, where they are assembled back into a complete "message" again. Packet Capture Appliance intercepts these packets as they are traveling through the network, in order to examine their contents using other programs. A packet capture is an information gathering tool, but not an analysis tool. That is it gathers "messages" but it does not analyze them and figure out what they mean. Other programs are needed to perform traffic analysis and sift through intercepted data looking for important/useful information. Under the Communications Assistance For Law Enforcement Act all U.S. telecommunications providers are required to install packet sniffing technology to allow Federal law enforcement and intelligence agencies to intercept all of their customers' broadband Internet and VoIP traffic.[145]
The large amount of data gathered from packet capturing requires surveillance software that filters and reports relevant information, such as the use of certain words or phrases, the access of certain types of web sites, or communicating via email or chat with certain parties.[146] Agencies, such as the Information Awareness Office, NSA, GCHQ and the FBI, spend billions of dollars per year to develop, purchase, implement, and operate systems for interception and analysis of data.[147] Similar systems are operated by Iranian secret police to identify and suppress dissidents. The required hardware and software was allegedly installed by German Siemens AG and Finnish Nokia.[148]
