I suspect he was being a bit sarcastic, as they controlled the temple, sometimes controlled the holy city with riots, and essentially thought they were the only real Jews. There were lots of other Jews in Jerusalem, Judea, Galilee, Damascus, Cyprus, Egypt, and even in Rome. They never got a say in all this.
