Unfortunately I believe this was another mkultra candidate because they use these situations to push red flag laws. That is what happened with Florida where extensive red flag laws were passed.

So I'm kind of a gun newbie but this says he did all this damage with a '9mm handgun'. If I'm not mistaken isn't that somewhat of a small weapon?

Caliber of weapon doesn't matter because with red flag laws the goal is to take away any firearms.
9mm is plenty good for killing.
Its small, but still does its job as a gun. Also quieter than other calibers and much easier to handle & control recoil.
