They have been doing it for a long time. They release 10 billion gallons of water daily into the Sacramento Delta to protect a little fish called the Delta Smelt, which is supposedly endangered. About 3 months ago they had to let even more water into the Sacramento Delta because of extremely high tides. The State Water Agency was afraid that salt water from the ocean would flow into the bay and cause issues with the 'fragile' Delta life. In 2017 CA had the 2nd highest rainfall in history. If they had constructed any reservoirs they could have stored enough water for 5 years. But the environmental wackos stop all reservoir construction. Their goal is to remove all reservoirs.
Agreed. If they would just stop dumping water for the Delta Smelt, there would be ample supply to weather a drought. I worked for Los Angeles Dept. of Water and Power for 36 yrs, and we constantly went through this drought threat because the State Water Board is so inept at managing the water supply. I'm in Tennessee now, and there is plenty of water.
The people who are responsible for managing reservoirs use the same idiots who forecast about global warming to do their long term forecasting, and they are usually incorrect. For example in 2017, the long term forecast for CA was continued drought like conditions, so at LADWP we held water in our reservoirs to prepare for another year of drought, then BAM. We had the wettest year on record for our watershed, and we couldn't get rid of water fast enough.
Here is your answer for why there is a Drought... it isn't environmental so much as it is a rich farmer turning the water off. Stewart and Lynda Resnick control most of California's water and own a massive underground water storage facility built with tax payer money. Digging into the Resnicks reveal some very shady ties to government as well as a number of shell corporations. Water is the new oil folks.

They had a huge rainfall recently too, by all measures they should have been set for the year
California's plan: spend nothing on infrastructure. Build a train to nowhere. Cry about slightly less rain then usual.
Glad I have a well and live far enough north so the groundwater is fine in the summer.
