I think I've decoded it...
What we have here is basically a tweet by @Grasshopper17 who took an arbitrary tweet from @JesseKellyDC and matched it with an arbitrary Q post.. drew some lines on it, with a wink face and 1720 est with no context. When does a bird sing? Usually as dawn. When is dawn? In the morning. What happens in the morning? You wake up! Wake up? Great awakening? WWG1WGA!!
I don't get it. Can someone enlighten me?

What? 23:20 is 11:20 PM. How are you coming up with 17:20 EST?
I think this is showing a time zone difference. (1720 EST-eastern standard time). If I recall correctly, that pic was taken in London, which is a 5 hour difference from us, but the pic shows a 6 hour difference. (If posted from DC as the tweet handle indicates).
So...I'm stumped as well.

But from this I say go outside. They do not need to be caged to sing. Though they might sing more in a cage than we can her them without.
