looks like it was a typo or someone was writing two articles at once and fucked up. either way, someone needs a better copy editor.

It clearly references both the Guard/Reserve and Active Duty people.

Nearly twice as many Guard and Reserve airmen are unvaccinated than in the active duty component, 14,500 to 8,800.

All are part of the Department of the Air Force.

Nearly 95% of airmen and guardians — about 473,000 people — are fully vaccinated against the coronavirus, the Department of the Air Force announced Friday.

guardians are Space Force, which is under the Department of the Air Force. Also, the page they linked to ( in "announced Friday" (https://www.af.mil/News/Article-Display/Article/2831845/daf-covid-19-statistics-dec-3-2021/) has this at the bottom of the page:
